It seems many people have forgotten that Affiliates are partners with their websites, meaning that their partners actions also reflect on their own. I strongly believe that affiliates should only be top-quality sites that provide decent information and have a reason of being.
However, I did not say a single thing about hits -- Even though the more hits you have, the more it'd benifit me, I realize that there are sites out there worthy of affiliation that lack in that area.
So with that said, here's my requirements:
 Must have original layout, no free layouts!
Over 20 informative pages, few to no broken links
Nice webmaster/webmistress (This is important)
Quick loading layout
